primary roles are to:
- Provide professional
specialist crime prevention advice, independent of any particular
brand or service, to individuals, householders and businesses concerning
personal security and the protection of their properties.
- Conduct risk
and threat assessments and security surveys to help ensure the security
and safety of conferences, business fairs and other specific events.
- Promote community/police
engagement in order to help prevent crime and ensure that the area
remains an enjoyable place to live and work.
- Provide objective
and informed analysis on crime and security in the Algarve
and the various strategies adopted by the authorities to combat
crime in the Region.

Founder and Director of ISECA, David Thomas, is a resident of Portugal
and has some 37 years experience both in international and national
policing and security work. Following his retirement as an Assistant
Commissioner of Hong Kong Police he has worked as a security, crime
prevention and policing consultant. His clients have included the United
Nations Office on Drugs and Crime and INTERPOL. In addition he has provided
security advice to civil government and police in the Algarve as well
as various community groups and individual householders.
Although Portugal has a lower crime rate compared with many countries,
crime in some areas including the Algarve has increased significantly
in the last 10 years. New crime threats have emerged such as the use
of violence to commit robberies sometimes with the use of firearms.
The incidence of burglaries is high and is often targeted against houses
owned by foreigners (especially when the occupants are absent). Quality
of life is improved for householders and businesses when they understand
the dangers and, more importantly, take practical measurers to reduce
those risks. This is the philosophy adopted by ISECA.
